The Sabanci University, Turkey is currently awarding 18,000 USD to 55,000 USD per year to applicants who work within the context of research projects supported by TÜBİTAK, SANTEZ, etc. They will also additionally receive a monthly stipend of 2500-3500 TL, accommodation, approximate 750 TL towards transportation, and a laptop or computer.
